Pepper Spray Takes A Low Blow

Just read an interesting article on stltoday.com.  Basically, a fugitive got "tortured" with pepper spray.  According to the article, while the fugitive was in handcuffs and detained, a couple of bail bondsman rubbed pepper spray under eyelids and on his genitals.  Ouch...  Of course this is all accusations at this point, however, I would not recommend this technique.  Even though it may be slightly more effective than the traditional use of pepper spray, I'd rather use it from a safer distance.
